North Korea is using its place in the international system to test both the United States and the United Nations. The world must react to its increasing nuclear tests, as it may not stop until it is stopped by an external force.
However, before sanctions are applied, the international powers must consider the possible causes for such actions on the part of Pyongyang. In some cases, an international reaction can be treated negatively, and cause an international conflict. In either case, the world must not always look at North Korea as a benign nuisance because it causes real fear in its neighbors, specifically, South Korea.
