Our winner-take-all system elects 1 person to represent each House district. What if we elected 2 people instead, and gave each of them a fractional vote in Congress? This would completely fix our gerrymandered system and make our democracy far more representative.

The author is talking about implementing a system similar to Europe where you get a percentage representation based on the population and what they want, so that it’s not winner take all but rather both sides get representation based on their population. Would be better if all sides got percentage representation, not just Democrat and Republican.
