Congressional Republicans plan to move quickly to repeal the Affordable Care Act, but they are also likely to delay the effective date.

They are, of course, delaying the effective date of the repeal to occur AFTER the midterm congressional elections in 2018. Otherwise, they might find themselves out of a job in two years if they made it immediate.

That’s politics for ya.
